Carl serves as Director of Project Management at Litehouse Builders Inc., bringing more than four decades of leadership and hands-on construction experience to the role. Over the past two years as Director of Project Management, he has helped guide the company’s project management operations with a deep understanding of complex building programs, field coordination, and strategic planning.

Before joining Litehouse Builders, Carl held the position of senior leadership role, Senior Director of Construction Management with the New York School Construction Authority (SCA). During his tenure, he played a key role in developing construction and management tools that remain integral to SCA operations today. His leadership contributed to the successful construction and rehabilitation of public schools across all five boroughs, including new school buildings, major modernization, Pre-K and 3K facilities, emergency projects, and the creation of agency-wide procedures and standards.

Carl’s expertise spans feasibility studies, site logistics/planning, project phasing, and schedule development. Among his most notable accomplishments at the SCA was overseeing the Construction of PS56 Richmond, a project that significantly influenced how the agency manages and delivers its capital program.

Carl earned his A.A.S. in Civil Engineering Technology from the College of Staten Island in 1980. His career reflects a lifelong commitment to improving educational infrastructure and advancing construction management practices across New York City.
